Administrative Services staff members provide infrastructure and central support for the departments, programs, and services at Cornell Health. The department manages health informatics, organizational compliance, quality improvement initiatives, billing and finance, operational communications, and support for the advancement of strategic initiatives. Administrative Services staff members also collaborate ongoingly with centralized university and divisional services such as Facilities, Human Resources, Communications and Marketing, and Information Technology.

The Compliance and Health Informatics Department is a cornerstone of Cornell Health, leading efforts to ensure full adherence to federal and state regulations, accreditation standards, and university policies while also advancing healthcare technology excellence. The team manages the Cornell Health Compliance Program, health records documentation, compliance, access and sharing, oversees risk identification and mitigation, and directs AAAHC/Patient Centered Medical Home accreditation readiness. Alongside these compliance functions, the department optimizes the Electronic Health Record (EHR) and associated systems, deploys and trains staff on clinical information systems, manages health record data, ensures immunization requirements compliance, produces accurate clinical reporting, and safeguards HIPAA privacy and security. Through close collaboration with Cornell Health departments and external partners, the team integrates regulatory excellence with streamlined healthcare information management to support safe, efficient, and high-quality patient care.

   

Reporting to the Director of Compliance and Health Informatics, the Health Information Manager leads the health records function at Cornell Health, overseeing daily operations, staff supervision, and the integrity of health information systems. This role ensures compliance with federal, state, and university regulations, including HIPAA and accreditation standards, by developing, implementing, and maintaining policies, procedures, and workflows governing health information management. It also oversees the lifecycle of patient records—both electronic and paper—ensuring accuracy, confidentiality, accessibility, and proper retention. The Health Information Manager is responsible for monitoring and auditing health information systems and processes to ensure data privacy, security, and regulatory compliance, and supports investigations related to health records incidents and patient concerns. Serving as a subject matter expert, this role advises on documentation standards, information access and disclosure, and data governance, and leads responses to audits and legal requests while supporting compliant information sharing across systems and partners. This role involves collaboration with internal and external stakeholders, including medical and counseling providers, administrators, Cornell’s Office of General Counsel, and external healthcare organizations.

 

In addition, the role provides leadership in electronic health record (EHR) optimization, partnering with technical teams to improve workflows, reduce documentation errors, and support system enhancements. The Health Information Manager trains and mentors staff, oversees hiring and performance management, and fosters a collaborative, high-performing team environment. The position also contributes to organizational initiatives, including immunization compliance efforts, training programs, and cross-functional committees.

 

Success Factors

Required Qualifications:

  • Bachelor’s degree and current certification as a Registered Health Information Administrator (RHIA).
  • Minimum of three (3) years of experience in health information management
  • Demonstrated expertise in healthcare-related legal and regulatory mandates and accrediting standards.
  • Proficiency with healthcare-related information systems and software applications, particularly in document management and transmission.
  • Knowledge of and ability to apply principles of Health Information Management, project management and change management.
  • Demonstrated skill in understanding cultural differences. 

 

Preferred Qualifications:

  • Two (2) years of supervisory experience with a demonstrated ability to lead and manage a team.
  • Experience supporting a health system/medical center or integrated multi-disciplinary practice (Primary Care/CAPS/PT/SUD (substance use disorder)).
  • Experience with Joint Commission or AAAHC accreditation process.
